Maardu-Valgejoe Road Section Reconstruction

Project overview

In 2005, reconstruction works were carried out on the E20 Tallinn-Narva highway between km 17.4 and 62.4, with a construction value of nearly EUR 20 million.

The project covered repair of different road sections between km 17.4 and 62.4, totaling 62.7 km in one carriageway direction. New pavements were built, a new embankment was constructed between Ruu and Kodasoo on the left carriageway at km 26.1-30.9, and a new bridge was built over the Jagala River. All interchanges between Maardu and Valgejoe were repaired, together with 5 bridges, 7 overpasses, 2 pedestrian tunnels and one cattle tunnel. Geogrid and geotextile were used to strengthen the pavement structure.

Particular attention was paid to the road environment. The project included 4 animal culverts, shoreline paths for animals beneath the Jagala and Valgejoe bridges, wildlife fencing to prevent animals from accessing the road and guide them toward the animal culverts or shoreline paths. An electronic warning sign was installed for the first time and elk symbols were painted on the pavement. To mitigate environmental impacts, a total of 922 m of noise barriers were built, hedges and trees were planted, and the road corridor was landscaped. Two new rest areas, "Musta Kassi" and Kahala, were also created.
