During the review, experienced specialists assess the design as a whole, checking and analyzing overall compliance. If requested, we also propose alternative solutions and help implement them together with the designer.

We participate in hundreds of public procurements every year, organized by dozens of different contracting authorities, which gives us a broad overview of the most common shortcomings and problems in procurement practice.

Our team includes experienced designers and contractors who can contribute to technical descriptions, as well as procurement specialists familiar with the legal nuances of public procurement and prepared to defend the client’s position in review proceedings. Depending on the client’s needs, we can manage a procurement from formulation of the objective through technical specification to contract administration, and combine it with our other services when needed.

OÜ Taalri Varahaldus provides project management services primarily for engineering and infrastructure projects. In practice, this usually combines several of our services, such as procurement, expert review and construction supervision. On larger assignments, we have started by helping the client define goals and an initial budget, then organized procurements, carried out reviews and performed supervision together with overall project management. Reporting is part of the service, with scope and detail agreed in advance. When needed, we can also prepare financing applications for project delivery.

Our specialists have participated in most of the largest infrastructure projects built in Estonia over recent decades, ranging from the Kukruse-Johvi interchange and the Koidula rail border station to the Ülemiste interchange and the Tartu bypass. In practice, this concerns smaller accesses, parking areas and service roads where the volumes are limited and interest from large contractors is often low. We can build based on an existing design or start from the client’s idea, identify the constraints and possibilities, and help formulate the design brief.

Because of our extensive experience in road design review, we have a good understanding of both design quality and typical pricing levels. We also cooperate with several design firms to secure a project that meets the client’s expectations. Depending on the site and schedule, we can assemble a team capable of delivering even technically demanding small-scale projects. The service also includes documentation management and coordination with the relevant authorities.

OÜ Taalri Varahaldus has delivered smaller road construction projects mainly for private clients, including construction, maintenance and repair works.

Our broad experience, multidisciplinary team and extensive partner network allow us to provide special solutions that take account of a project’s funding model, implementation conditions or technical constraints. This usually means combining different services, solving problems under exceptional conditions or handling conflicting requirements. Together with partner specialists, we can provide heritage and archaeological supervision, as well as supervision for land improvement works, fish passes, dams and weirs, lighthouses, navigation beacons and small harbors.

We additionally offer engineering services with a stronger emphasis on public communication and transparency than standard assignments, which is useful for projects receiving heightened attention. For security-related projects, our engineers are also prepared to undergo background checks and obtain any additional permits required to satisfy security requirements.
